In order to progress in the game, certain goals need to be met, but they vary depending on where you are in the game. The best thing to do is view the Challenges Menu and attempt to achieve any Recommended (yellow colored) Challenges, especially Recommended Progression Challenges or Recommended Story Challenges. If you unlock these Challenges, the game will typically progress.
